The DHRUVA Initiative

The DHRUVA initiative is a groundbreaking digital policy introduced by the Department of Posts in India. Launched in 2025, it aims to reshape how address information is structured and utilised across the nation. DHRUVA stands for Digital Hub for Reference and Unique Virtual Address. This initiative builds on the earlier Digital Postal Index Number (DIGIPIN) system, enhancing the effectiveness of address data as a critical component of Digital Public Infrastructure (DPI).

DHRUVA is designed to transform address information into a key pillar of governance and service delivery. The initiative allows secure, real-time sharing of verified address data among citizens, businesses, and government entities. It promotes interoperability and standardisation of address formats, ensuring that various sectors can effectively collaborate.

Address-as-a-Service (AaaS)

DHRUVA introduces Address-as-a-Service (AaaS), a model that facilitates the dynamic use and exchange of address data. This model empowers users with control over their personal information. Consent-based sharing is a core principle, ensuring user privacy and security. A unified national framework will streamline service delivery.

Impact on Governance

The DHRUVA policy enhances governance by ensuring accurate targeting of government schemes. It improves service delivery at all levels, especially in rural and underserved areas. Virtual geo-coded identifiers will replace ambiguous traditional addresses, facilitating access to digital services and emergency interventions.
