Assam’s Government- Ten Cities development Concept
In a strategic move towards planned and rapid urban development, the Assam government has initiated the ‘Ten Cities Development Concept’ (Doh Shaher, Ek Rupayan). A crucial meeting held at Urban Development Minister Ashok Singhal’s office outlined the implementation of this concept, focusing on ten cities in the state.
Guwahati, Dec 19 (PTI) The Assam government is gearing up for implementation of a project for planned, rapid and sustainable development of urban areas, with a meeting to draw the outline held here on 19th December 2023.
Housing and Urban Affairs minister Ashok Singhal chaired the meeting to formulate the ‘Ten Cities Development Concept’ (Doh Shaher, Ek Rupayan) to be undertaken by his department, an official statement said.
Under the concept, emphasis will be placed on manpower rationalisation and capacity building, delivering municipal services online or digitally and strengthening financial infrastructure in the specific cities.
The selected towns will undergo comprehensive improvements across various domains, the statement said.
Under the City Infrastructure Development Fund (CIDF), initiatives include city beautification, open-air theatre, traffic control system, convention centre, sports complex and enhancement of water bodies.
The activities will be undertaken through various Central and state government schemes and programmes, with 10 cities and towns to be covered in each phase.
Participants in the meeting expressed their views on proper urban planning, solid waste management, clean and regular water supply, public infrastructure, traffic management, street lights, and the implementation of green-blue elements such as open spaces, parks, and water bodies in these cities.

Key Cities and Participants
The ten cities identified for comprehensive development are Silchar, Dibrugarh, Nagaon, Bangaigaon, Biswanath Chariali, Karimganj, Tinsukia, Golaghat, Jorhat, Tezpur, Sibsagar, and North Lakhimpur. The meeting included the participation of Finance Minister Ajanta Neog, Labour and Employment Minister Sanjay Kishan, and eight MLAs representing various constituencies.
Comprehensive Improvements Across Domains
The proposed improvements cover various domains, including the City Infrastructure Development Fund (CIDF), Urban Infrastructure Development Fund (UIDF), Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Swachh Bharat Mission, and more.
Infrastructure Initiatives
Under CIDF, initiatives include the establishment of a Conference Hall, City Beautification, Open-air Theatre, Traffic Control System, Sports Complex, and enhancement of water bodies. UIDF focuses on the Convention Centre, Town Hall, Park cum Open Space, ISBT, and beautification of public areas.
Key Priorities in Different Domains
Water Supply and Rejuvenation: AMRUT and SoPD emphasize water supply, rejuvenation of water bodies, and park development.
Solid Waste Management: Swachh Bharat Mission includes door-to-door collection of solid waste, waste processing, and disposal at dumping grounds.
